Leaders in transportation and environmental policy from California state agencies and the ports of Long Beach, Los Angeles, and Shanghai convened on Wednesday to discuss their joint efforts to decarbonize the maritime sector. The collaboration aims to advance the development of a Green Shipping Corridor, a crucial initiative designed to reduce emissions along one of the world’s busiest trade routes.
The Port of Long Beach hosted the California-Shanghai Maritime Decarbonization and Green Shipping Corridor High-Level Forum, bringing together key stakeholders, including the California State Transportation Agency (CalSTA), the California Air Resources Board (CARB), the California Energy Commission (CEC), and government representatives from the Shanghai Municipal Transportation Commission (SMTC). The forum served as a platform to explore regulatory frameworks, infrastructure investments, and technological advancements needed to achieve a cleaner and more sustainable shipping industry.
The forum was coordinated with the support of the California-China Climate Institute (CCCI), the Port of Long Beach, the Port of Los Angeles, the International Council on Clean Transportation (ICCT), and C40 Cities. These organizations, along with industry leaders, emphasized the role of policy-driven incentives and infrastructure enhancements in facilitating the widespread adoption of green shipping technologies.
Delegates from China included representatives from Shanghai International Port Group, COSCO Shipping Holdings Co., Shanghai Maritime University, and the China Classification Society. This diverse assembly of technical experts, government officials, academics, and environmental advocates underscored the global nature of maritime decarbonization efforts.
“Transportation and goods movement are at the core of a strong global economy, and we are proud to collaborate with the Shanghai Municipal Transportation Commission to accelerate the transition to a cleaner maritime sector,” said California Transportation Secretary Toks Omishakin. “CalSTA remains committed to fostering strong international partnerships to decarbonize goods movement while ensuring economic resilience.”
SMTC Deputy Director General Ye Xing echoed this sentiment, stating, “The Port of Shanghai, as the world’s busiest container port, values its longstanding partnership with California. Through collaboration with the ports of Los Angeles and Long Beach, we are committed to developing robust strategies that support port decarbonization and sustainable trade.”
California and China have maintained a history of climate cooperation. During Governor Gavin Newsom’s 2023 visit to China, a series of agreements were signed to strengthen bilateral efforts on climate action. A Memorandum of Understanding (MOU) between California and Shanghai was established to promote clean transportation, focusing on the adoption of low-carbon shipping practices and port sustainability.
In October 2024, the first-ever Green Shipping Corridor Partnership Annual Progress Report was released, detailing significant strides made toward decarbonizing maritime shipping between California and Shanghai. Additionally, the Port of Long Beach published a white paper on the potential of clean marine fuels, outlining pathways for industry-wide adoption.
“Twenty years ago, the Port of Long Beach made a commitment to clean air, resulting in a dramatic reduction in emissions. Today, our goal is to achieve zero emissions across the shipping corridor,” said Port of Long Beach Chief Executive Officer Mario Cordero. “Infrastructure investment and progressive policy reforms will be key drivers in scaling up green shipping initiatives.”
Similarly, Port of Los Angeles Executive Director Eugene Seroka reaffirmed their commitment, stating, “Decarbonizing goods movement between the largest ports in the U.S. and China requires unprecedented international collaboration. Our goal remains the deployment of zero lifecycle carbon container ships by 2030.”

The United States Department of Energy’s Maritime Decarbonization Action Plan, released in late 2024, identified critical pathways to achieving a zero-emissions maritime sector by 2050. California, with its progressive environmental policies, is at the forefront of this transition.
“The California Energy Commission is proud to support the decarbonization of our ports and the advancement of the Green Shipping Corridor,” said CEC Commissioner Nancy Skinner. “By investing in clean energy infrastructure, we are facilitating a sustainable transformation of the maritime industry.”
CCCI, a University of California-wide initiative, played a key role in the forum’s planning. Fan Dai, Executive Director of CCCI, emphasized the importance of cross-border collaboration: “Shipping accounts for a significant portion of global emissions, making it imperative that we work together to implement effective climate solutions. This forum is a testament to the power of international cooperation.”
